I still think your best bet is a refurbished Thinkpad W530. Yes a bit older but CPU performance hasn't progressed that much. a top of the line Ivy Bridge i7 (4 cores 8 threads). I mean an i7 3820QM still blows an i3 7100U out of the water. (and i3 7100U laptops start at 500euro) Then you got 8GB of RAM stock, easily upgradable, FHD 15.6" screen and stuff like fingerprint sensor etc. You'd probably need to upgrade the HDD to an SSD also.
I've had a couple of friends buy refurbished thinkpads before. They're basically indistinguishable from brand new ones. Not even a blemish but they weren't bought online though. I'd ask if it's A grade or if it "looks and feels like new" before purchasing.

Thinkpads all the way. There are refurbished ones online for dirt cheap prices. With great specs and fully upgradable. Thinkpad W530 at around the price you're looking. Or a T420, T520 and upgade the screen if you want something even cheaper.
I usually hate laptops because they are designed to fail so you get the newer one. You always see overheating issues. But after I started using a thinkpad T420 that I was given for free by a business that was upgrading, I've almost fell in love with it. Rigid, excellent built quality, fully upgradable down to the CPU. (And since it's designed for business purposes, it's going to last quite a while too) When I was given it, it had 4gb ram and a 500gb HDD. I made it 8gb and with an 120gb SSD. (You can even have a second drive wheere the DVD drive is, and you can carry your DVD drive in your bag if you need it. It's hotswapable without needing to screw or unscrew anything.) I'm thinking of getting the screen upgrade and a CPU upgrade later. But it's seriously not even needed. Although I don't do heavy stuff on it.

After 8 years of wot, i give up.
I started playing wot during the closed beta in augustus 2010 (so almost 8 years ago) and while i was often mad, the core of the game was so good, that all the small things WG did for the good or bad didnt change that much. The overall direction the game was goiing was also good so slowly the game grew more and more on me. This was the game i always wanted: tanks fighting tanks, without all the other lame ass crap** (except arty, arty was, is and will always be c****r)
All i wanted (and did) was bashing random bobs in randoms while platooning with stronk pleyers. Hence i have been in 322 / 247/ FAME / 322 for 6 years, not for worthless cw trash, but for stronk plutons.
Over the years WG showed the amazing abibility to:
Make the worst maps in gaming history and despite rewoking some 4 times (cough *komarin* cough) still failing in making them playable Too retarded to fix the elephant in the room that killed the game as a whole (arty) Total lack of foresight when adding things you cant undo (tier 10 TDs and later on arty and light tanks) Toss in the fact the only person in the whole company with both common sense and real power was siderailed (our lord and saviour ) And the game never mananged to live up to its full potential.
OP tanks were originaly always nerfhammered, to keep the average the average, and most ridiculous forum suggestion where ignored, and when they didnt ignore it, like gold ammo for credits, it lead to a shit show, which ofc took a year to fix (m4 sherman with 150 pen and 350 dmg anyone? etc etc etc.
However despite all of it, the game roughly stayed the same:
The real problems, gold ammo and arty got ignored OP tanks dont get fixed fast small all round improvements Yet, the past 2 years, it started to change. the core strengths of the game got slowly ditched:
The menus / garage where updated, making it a cluster fuck of chaos, instead of a clear easy to read menu for missions (which the game always had!), the menu became worthless, i simply stopped following missions, too much work / clutter Historical accuracy got ditched, leading to fantasy tanks and bs armour models new OP tanks dont get nerfed, insead old models got buffed, leading to powercreep Due to the above, all tanks slowly become the same, they all got dpm and gun depression buffs, all tanks started losing weakspots The real changes, which would have totally revived the game, sandbox, never happened, while heavy tanks got better, they did it by buffing them, not by nerfing what makes them crap in the first place (gold ammo!! and arty) Toss in the awefull map reworks, and a physics patch which makes driving TDs a pain and the game went for me downhill fast and as cherry on the top, still tons of arty to ruin your game. The game is now back to square 1: camp 2 win, and you try? you die!
It was fun the all the time i lasted, i think i never played a game longer as i played this one, but the game simply turned to shit because WG was unwilling to remove arty in 2012 and reduce dmg of gold ammo 20% in 2013. And now the player numbers slowly start to fall, ``forcing`` WG to milk the playerbase for as long as they can, ruining the game entirely (see all the new russian super tanks)
I always said the only company capable of killing wot is WG, and for me they succeeded, after playing daily/ weekly from august 2010 till jan 2018, having 6 years of non stop prem account and playing more as 50.0000 games during those years, WG managed to make me basically quit. (i do have enough credits to keep playing for ever, but i probably wont even bother)
Imo its a shame WG fucked the game up so hard, but so be it, i still got 6 months of prem left, so gonna play a bit.
ps: perhaps the gold ammo changes + inevitable rebalance that will follow 3 months later will magically improve everything, but i somehow doubt that, ever since Serb left, WG never had the balls to really change something, they always backpeddled like coward weaklings...

ps: something that always bothered me: unlike all the wannabe arty haters, my arty hate knows no limits** there are only 2 players who hate it as much as i do, everybody else i just pretending to hate arty.
I never defend(ed) arty from scouts rushing in nor protect them in anyway way or shape, and the only reason i dont mass tk them is due to the ban system, anyone who helps arty win a game is a traitor for the good cause: trying to ruin the game for arty. All arty deserves is curses and friendly fire, they are the scrouge of this game and the reason everything is the way it is (open maps not working , heavy tanks badly balanced, TDs they way they are and so on and on). I also never platooned with arty (for 2 players i made and exception) and never told them gg or anything other positive (i thinkg, perhaps i made a mistake) what i always did do was report them for unfair play, untill WG disabled that feature, due to unicums getting falsly reported aswell.

With only 400€ you won't get far be it specs or (build)quality. I selected dome very basic specs (8GB, 4 cores Intel, 1080p) and you already look at ~500€

Previously, I had upgraded my original Devil's Canyon (4690k) gaming rig (https://ca.pcpartpicker.com/list/jCgvGf) to a Kaby-Lake water-cooled setup (https://ca.pcpartpicker.com/list/XQqWgL).
Whilst I enjoyed the sheer prowess of my new setup, there was one major flaw with the build: the GPU. Now, you might say "But Fulcrous! You have a GTX 1070! How could it be the major flaw of your build?"
The answer is simple: the thermal performance of the GPU was poor. It would frequently hit 83 degrees Celsius despite the fans being manually set to 100% speeds. Whilst this wasn't a problem for titles such
as World of Tanks, more graphically intense games like FO4/PUBG/BF1 all took major hits due to the thermals whenever I attempted to stream. Even a mere Heaven Benchmark would result in the GPU reaching
80 degrees Celsisus +. So... after months of deliberation and procrastination, I finally decided to re-paste MSI's GTX 1070 Gaming X model.
Opening up the 1070 quickly revealed the problem: dried thermal compound.
Note: I had already removed the thermal compound off of the heatsink before I took the picture.
To make matters worse, the paste-job was far from sufficient, hardly covering any of the GPU. Roughly a 1/3 of the GPU was in contact with the thermal compound.
Fortunately, the re-paste process was simple. I used Noctua NT H1 as my thermal compound of choice and used the pea method for application.
The results? Well worth my time.
Running Heaven resulted in a peak of 63 degrees Celsius. A 20 degree Celsius drop from before.
I am very satisfied with the re-paste results; however I will have to see if the thermal performance is as great during longer sessions of testing/gaming.
Edit: Long-term gaming peaks at 67 C.

Time for some more v.i.p pictures! After seeing Kunjuros nice looking Tiger I in winter camo I wanted to try that technique myself. So, here's what I have now, a mighty Panther G! Next step will be re-gluing all those tiny photoetch that I rubbed off and then start some detailpainting, inside of hatches and exhaustsystem. In the end this model will be in diorama so suspension and tracks are done after the model sits in a base. Any comments, advices and critisims is welcomed.

@Pipinghot : You make sound points, but I will have to disagree with you that excessive amount of RNG is good for the game. and that WoT would be dead without it. I believe a good counter example to it is Dota, a game I played quite excessively before moving on to WoT. Dota is extremely skill based game, and by several orders of magnitude more complex than WoT. And yet it is one of the most popular games in the world with one of the biggest (if not THE biggest) esport scene in the world. In Dota, RNG is not a significant factor. Yes there are some heroes and items that do rely on RNG, but they are mostly used "for fun" and are stayed away from in competitive environment.
Yes, you can argue that there is a respawn in Dota, but the death is quite costly both for you and for the entire team, while in FPS respawn games, your death has very small impact, and stats are mostly tracked individually, so in most of the cases, it doesn't even matter for the team. So in this sense i argue that Dota is more similar to WoT than it is to a FPS with respawn.
Why don't bads leave Dota, and why it is not a dead game, since normal distribution of skill is valid there as well?
My answer to that is because Dota offers something for everyone. And the biggest difference is in the high end, where WoT completely fails, and Dota shines. And this is EXACTLY because of the RNG. WoT will never be a serious eSport, due to the high RNG bullshit in the game, because no sane player that invests his whole life in gaming, and is making a living out of it will subject his well being in life to RNGesus. So those that do remain in the competitive scene of WoT, i believe are mostly true tank-loving people that are there because of the community, and that majority of them have another source of income.
High end part of the game is where WoT failed utterly, and it is mostly due to the RNG, and I strongly believe that the highest churn is exactly in this group of people (relative to the group size of course). Unfortunately i don't have data to back this up, so it will remain on the level of assumption.
