(Primarily this is a partial re-post with some of my own and others notes thrown in...)
Other than the "free" up-tier (tank/module costs/XP increases) the only tanks you receive for "free" are the back-filled T8s and even then its really only the non-elite HWK 12 and BC 12t... It looks basically revenue neutral other than the garage slots (to be verified) as you receive compensation if you already have them in the garage.
*T-54 ltwt.
**If the T-54 ltwt. is researched:*
The crew will not be retrained from the T-54 ltwt. to the LTTB (including dismissed crew members that are available for recovery)
If the LTTB is not available in the Garage, add the LTTB with a vehicle slot and a crew trained to 50%.
If the LTTB is available in the Garage, perform refunding in the amount of 1,205,000 credits._
(to be verified) If the LTTB is available in the Garage, camo, emblems, insignia will stay_
*If the T-54 ltwt. is available in the Garage:*
It will be promoted to Tier 9
Any unassigned XP will remain at Tier 8
Camo, emblems, insignia will be refunded (in gold or pro-rated credits)
The crew is not sent to the Barracks.

I've been gone for close to 2 years now. I said I would leave until arty was either neutered or removed. It looks like one of the two is happening (I heard that arty is doing much less damage now, but in a very big splash radius w/ stun). I want to at least try things out to see if it's better than before.

How do I get WoWS to download faster? I just did a speed test for my internet and it says that I can download at a rate of ~79 mb/s, which is phenomenal, to say the least. In the updater, however, I'm getting ~4.5 mb/s at best. This is slower than it has been in the past (~15 mb/s). I've shut down everything else that takes up bandwidth. I'm not sure what else to do.

Would a WoWS mod to show change in distance over time for an enemy ship be illegal? It could be a little "Δkm/sec:" for "delta distance divided by seconds" (that is, change in distance per second). It would massively help with leading shots at long range in BBs - I can already lead an enemy with the help of the alt key if they're moving tangent to my firing circle, but in practice, their distance is always changing. It's technically not helping me aim in the way that an aimbot does - it's just giving me more info, like XVM. If BattleAssistant is legal, then this should be fine, right?

Just look at the shell time indicator, then look at how long it takes your shells to get there, and for most BBs, just aim at the bow with the time indicator.
For example, if shell travel time is 10 seconds, place the 10 marker on the bow of the ship and fire.
im pretty sure the indicator is set to 20 knots, so ships like the low tier US BBs up to the collorado you aim center mass with the 10 marker instead of the bow. With cruisers I normally put it at 15 for that example. For DDs I just guess and prey, at that range you have very low chance.
But it scales with closer ranges obviously. For 5 second travel time put it on the 5 second indicator. Etc etc.
You get used to it after a while.

Assassin, I don't think we're on the same page - that's stuff that I remember from beta. This is to calculate if the enemy is changing in distance. For example, assume that I'm moving parallel to an enemy at first. Your method is perfectly applicable there and will run into no problems. What happens, however, if they change course so that they're on a path to eventually intersect mine, that is, approaching me slowly? It's very useful to have something to tell me that the enemy is getting closer at a rate of x kilometers per second, especially when I have very long wait times (you know, 20+ seconds) for my shells to actually hit enemies. In fact, if one could get used to using this mod, it could mean a hit almost every time against even cruisers, barring freak rng.

Going down the Japanese BB line again. What's a good commander build?

So far, I'm greatly enjoying WoWS, but I have a few recurring problems:
1) How do I consistently lead an enemy to make sure that I'll hit them in the citadel?
2) Am I doing angling wrong, or is the Arkansas just a shitty battleship as far as armor goes? I remember bouncing shots in the Kongo in beta. Have battleships recieved an armor nerf directly or indirectly since then?
3) How do I get consistent lolpens with battleship AP? I never did quite figure out the secret to pumping out damage like Yoyoya and Tedster during beta.
4) How do I know in advance whether to use HE or AP in battleships? I've started sticking to the routine of HE for the first salvo and using it more if I run into a lot of cruisers and destroyers, and then switching to AP later on, but it still feels awkward and I frequently find myself having to reload anyways when my AP overpens a destroyer.
Not to sound whiny about any of this, but what's the "right way" to go about getting good@ships?

Citadel is usually underneath the smokestacks, aim for there. Alternatively, just behind the front turrets is also a good place to aim.
As for armour, are you sailing broadside to enemies? Dont do that. Its like tanks, always want to be front on. its the same for the Arkansas as well as all BBs
For shells, I basically fire 100% AP all the time at all ships. Ill only load HE if I have terrible shots at enemies, say if im fighting a front on BB.
If your in a cruiser, AP or HE is situational, I fire mostly HE, but load AP if I find another broadside cruiser. most cruiser AP wont pen BBs though. For DDs, its almost 100% HE.
As for constant lolpens, you have to aim fornthe waterline, gotta hit the hull. The superstructure will just overpen, and pray to RNG at long range. But generally at under 15km for BBs with a 20km range you should be fairly accurate.
Also, one tip I should tell you early on: for commander skills, only take ONE of each tier until you get a tier 5 perk. it will save you a lot of gold on retraining when you realise you cant actually get a tier 5, perk because you took 2 tier 2 perks and 2 tier 3 ones. (You can get 18 perk points total)

There is no such thing as a reliable citadel, given RNG, however good places to aim are under smokestacks, and on ships with 203mm and above calibre, under the turrets, for a magazine. For arkansas, wyoming, texas, and New York, don't try to use that one turret, because you can't angle enough with it. AP is great for broadsides, but lackluster unless you know how overmatch works, and which ships you can pen when angled.

In low tier BBs, you can only overmatch cruisers I believe-most 14" BBs have enough to bow tank each other. At tier 7 Nagato and Colorado can lolpen each other frontally, though Colorado's immense frontal bulkhead makes this difficult. At high tiers no lolpens. If you pack 15/16 inch guns you can overmatch pretty much any cruiser in the game (15" can't go through DM/Balti) but its better to wait for broadside shots anyway. Always load AP in BBs, HE in BBs is trash even against DDs, and is only useful in a BB bow tanking camp off. Against IJN/USN BBs, aim for the waterline as they are quite vulnerable to BB shells when broadside. KM BBs are difficult to citadel and it is better to aim for the weak upper belt armor (~1/3 to 1/2 way up the ship) to get huge damage from lots of 33% penetrations. Broadside cruisers are a BB's favorite target.

Is WoWS good these days? I played it during beta and think I remember most of the basics (aim for citadel, angle your ship, stay far away in battleships for the start of the game and close in later on) that I knew then. I liked it, but didn't have the time for it.

Is there any way to calculate how long on average it takes for a player to receive damage? I want to compare my own result with that of a unicum. I think that might be why I'm still shit - I make trades, mostly decent but sometimes not, way too early.

What are some good tips for 3 marking tanks? I can't seem to get down the consistency in my PTA.

Mainly it's all about surviving long enough to farm damage or spots. The less time you are alive the leas tine you deal dmg.
How efficiently you skill your crews can help min/max your damage potentials as well.
For the leo pta, I ran food over extinguisher and mainly played with the mindset that if I got lit on fire (aka got shot and hit at) I was doing something wrong. Having near max VR/camo helps min/max damage returns on virtually every map barring himmels and pilsen.
