My guess is that there's new managment somewhere in the chain of command. Probably got the job after WG pulled out of russia and belarus. The new managment is most likely less jaded and beaten down and looking for "positive engagement" or something. We'll see how long this holds up.

Makes me realize how much this game has just been left to get boring. I saw these buffs and nerfs and would totally play again if they went back to that constant churning of the content.
EDIT: Actually, I went and played two games and hell no, I forgot it's definitely the player base that's the problem.

I though the Chieftain was not available this campaign? That aside, the 907 is the most "meta" of the lot, an essential part of every CW team. It's a good pub tank, but not my first or even second go to. I much prefer the 121B as a pub tank (similar DPM but in 390 chunks, better VR, better pen). The VK is a solid HT for pub play, and the Carro is a fun tank, balanced but not broken in any way.

Both tanks a very good, but the PTA is miles ahead of the Patton. The PTA has much better pen, alpha, and mobility, you can carry more games with it than the Patton because the gun is relevant in more situations. The Patton has much better DPM and gun handling than the PTA, so when you need to kill squishy tanks as fast as possible in a point blank shoot out, the Patton will do it better. The Patton is made much better by bond vents because it needs the accuracy so much more, but the PTA will benifit more from a bond rammer and Vstabs more because its gun handling and reload time is so much worse.

The Borat is basically a tier 9 LT. I use mine to counter the oposing LT, then to bully TDs that think they are safe.

There have been a lot of UI updates and some quality of life things. You can ban a map from appearing (2 if you buy a premium account). Several new tech trees have appeared and the main ones have been reworked to be easier to navigate and progress though. Most modules can no longer be researched in one branch and used in another, In addition, many tanks have been moved to a collectors tab (more common at low tier). A season pass now exists, the free version gives some ok stuff, the paid version gives you a lot of stuff. Crews can be trained via skill book, New equipment is in the game, Low tiers have more HP, artillery gives you ulcers 25% faster, Wargaming does limited time game modes like Frontlines, Fortnite with tanks, and extra toxic random ranked battles. 
As for meta game stuff, the core gameplay loop is the same, pick tank, move tank, shoot tank, die, repeat. new and stronger vehicles have shifted the meta of what is hot and what is not, but once you learn how maps have changed and how vehicles have changed, the core skills come back pretty fast. There are some pretty mean reward tanks out there at tiers 8, 9, and 10, but nothing a strong player can't overcome.
