WG really needs to bite the bullet and hire a mod review team.  

Have an open test server client with mods handled like they are now for developers to test on so they can submit it to WG, and disable the resmods folder in the live client.  Mods approved by WG would just be integrated into the game for everyone.  Have a mods sub menu in the game that could be sorted by type (UI, audio, skins, etc etc)

This may be a real breakthrough. It doesn't matter that author of this is not going to publish it. People, shitters and modders will see it and demand it and finally make one. While people will quickly realize it backfires, shitters will use it and as we all know shitters are the majority of WoT player base. This'll break WoT gameplay and force WG to get rid of ALL mods because banning individual players would be like mowing grass with scissors.

This is some ground breaking mod (if reads data from game), or shitty mod if just caps data from another source (like many of you mentioned).

In before everyone starts crying how "purple players use this , cheaters OMG!", well it doesn't work that way. As far as I understand you had a friend on the enemy team, you synced your PC's and you were able to retrieve the info server was sending to him, in this case you had his minimap. I doubt it would work without having someone on the enemy team who you know. So you would need a friend with that mod to be on the enemy team every single game in order to work, something that isn't that easy to pull off. While it's not practical or usable it's certainly interesting that you managed to do it using two clients.

+Schmeksi Man You are correct, you need at least one guy in the enemy team. If you would spread this mod and you had 2000 people using it, it might not be so unlikely actually.However you need a server to be constantly hosted for it to work. BUT, I will not release it. And even if somebody had the mod it would be useless without the server anyway (Which draws a shitload of bandwidth, so you need a pretty decent one)

This is nothing new, in WOT or online card games.  You can always get information form a cooperative opponent, by chat or voice if not automatically.  There are cheating @#$#@ everywhere.

Little late on this, just reading the topic now, but this isn't possible based on how the game is written. The res_mods folder is simply to make it easier to remove mods or to disable all previous mods on a new patch so they don't get mass complaints by people running outdated mods. All the files in res_mods do are add or replace already loaded files from the res folder. If you put your mods in the res folder you'll achieve the same outcome as putting them in the res_mods folder. The game is coded to load all it's dependencies from the res folder, so they would have to rewrite all their code (or add some sort of per-file hash checker) if they wanted to keep people from using mods. If they haven't optimized their code for better gpu and multithreading support yet, they certainly aren't going to rewrite all the code for dependencies.

I would advocate the use of a version which only works on enemy artillery, because fuck them. It would be amazing if he made that small change and then released it to the public.

He's got friend in enemy team with the same mod to relay the info.
Said it used shitloads of resources and needed a dedicated server to run it.

Not really viable, even for the worst of shitters.

Just a high tech version of chatting with another player at a card table.  Fortunately, it is fairly hard to get players on each side of a WOT battle.

And i can garuntee that its much more likely to be the bad players using it than the good players on the team.
